I have the honour to refer to paragraphs 9

and 10 of my despatch No.779 of 20th October, 1938,

regarding the establishment of a post of Waterworks

Engineer and the inclusion in the Water Department for

the time being of an Executive Engineer in charge of

construction. Financial provision for these posts was

included in the estimates for 1939, and has received

your sanction in the general approval of the estimates, but I have not yet received your specific approval of the status suggested for the Waterworks Engineer or of

the appointment to these posts of the individual officers

referred to in my despatch, namely, Mr. A.B. Purves

17028 and Mr. W. Woodward.
